In a bowl sift together flour, salt and baking powder. Cream butter and both the sugars and then add vanilla, egg and egg yolk. Then lightly fold in the flour mix and beat till creamy and fluffy. Add the chocolate chips and then drop on baking trays using a rounded spoon. Bake in preheated oven for about 15 to 17 minutes. Cool on wire racks. Another tip that I will like to give you here is that if you are using self raising flour then is no need to use baking powder.
